Bill is a Principal with CSG Government Solutions and brings vast experience in project management and oversight with a broad background in public sector program areas including program modernization, health and human services, Medicaid, healthcare, public safety, and benefits programs including Motor Vehicles, Revenue, Temporary Assistance for Needy Families (TANF), Women, Infants, and Children (WIC), and the Supplemental Nutrition Assistance Program (SNAP). He is an avid practitioner of best practices and a proven team leader focused on quality, delivery, and client satisfaction. He has a proven history of successfully providing project management and consulting services, including strategic planning, business process analysis, Quality Assurance, and Independent Verification and Validation (IV&V). Jolena Missildine, PMP
Jolena Missildine is the State Design-Build Engineer for Washington State Department of Transportation. She is a disabled veteran with over 20 years’ experience working in the public section. Her experience includes project management, contract development, procurement, policy and procedures development, facilitation, strategic planning, training development and implementation, and resource management in both IT and Construction. Her credentials include a Project Management Professional (PMP) certification, an Associate Design-Build Institute of America (DBIA) certification, Lean Six Sigma Green Belt, a Certified Contract Management, and a Bachelor’s degree in Information Technology with a minor in Behavioral Science. Jolena lives in Yelm with her husband and two daughters. She enjoys traveling with her family to softball tournaments and Disney. Mison is a project management professional with over 30 years of experience in the public, private, and not-for-profit sectors. Her experience spans across the technology and healthcare industry. She currently works as a quality improvement advisor at Upstream USA. She has been a chapter member since 2005, and has spent the past 14 years volunteering with the chapter. Her passion as a chapter board member is to provide and expand our forum where anyone is welcomed to join the project management community for resources, education, networking, and guidance.
Megan Pilon, PMP
Megan Pilon, PMP® Megan is a Project Management Professional and PMI Agile Certified Practitioner. Megan has over 25 years project management experience in both public and private sector. Megan’s experience is primarily information technology project management. She currently works as a consultant with the Office of the Chief Information Officer working as a project management partner supporting agency projects that are subject to the Information Technology Investment Pool and gated funding requirements. Megan has been a member of the PMI and the Olympia PMI Chapter since 2008. As a board member, her desire to continue to grow the Olympia PMI Chapter. Megan is a long-time resident of Olympia. She is married with two grown daughters. She loves to golf, ride bikes, and hang out with family and friends.
Noel Villarreal, PMP
Noel Villarreal, PMP® Noel is a project management professional with over 25 years of public and private-sector experience. In addition to project management, he has experience in a broad set of roles including product manager, program manager, consultant, state program director and software developer. Noel has been a member of the Olympia PMI Chapter since 2017. Noel moved from Austin, Texas to Kent, WA where he lives with his wife and two daughters.

Mark Gabel, MSCE, PE, CVS
Over 25 years of experience in transportation engineering, planning, design and construction. Exclusive expertise in project management, risk management, and risk based estimating. Developed and directed an integrated value engineering and risk program for WSDOT. Author of policies and methods widely recognized and emulated due to their effectiveness. Mark has earned a reputation as the “go to” guy for the most challenging projects. He is a featured speaker on project risk management at national and state conferences and leads an international community of practice for Cost Risk Estimating Management. Benefits realized under Mark’s leadership include reduced change orders, enhanced innovation and communication, risk reduction, improved quality, cost and schedule reliability. As a registered Professional Engineer and Certified Value Specialist Mark has played an instrumental role in new initiatives at WSDOT, including the recent implementation of Practical Design at WSDOT. Awarded a fellowship at the University of Washington where he received his Master’s Degree in Civil Engineering: Transportation Planning & Management. Mark earned his Bachelor’s Degree in Civil Engineering at the University of Alaska in Fairbanks.
I have worked for the State of Washington for approximately 20 plus years . I’m a Senior Bilingual Underwriter with the department of Labor and Industries and I’m passionate about Outreach and serving the community. I’m a active volunteer in the community. Passionate about serving and using my bilingual skills to assist and educate at community fairs. I was the president of a nonprofit organization the chair person for the (MAC) Multi Advisory Council for North Thurston School district and correctly part of the NTPS (North Thurston Public School’s) Facility Advisory Committee
Mison Bowden, PMP
Mison lives in Tumwater with her husband, son, two cats, and a dog. When not working or volunteering at PMI, you'll likely find her gathering friends for one of her many family game nights, full of food, laughter, and fun. Mison will continue to support the chapter with the same enthusiasm as Past President.

Felecia McKinney, MPA, PMP
Felecia McKinney, MPA, PMP® is the Project Director and a member of the MYS executive team. Ms. McKinney serves as the lead project manager and a main point of contact for key stakeholders on non-technical aspects of her projects. Felecia is responsible for driving operational components, including coordination, dissemination, and general oversight of project scope, ensuring client satisfaction with outcomes. She is a solution-oriented and performance-focused project manager. For the past decade, she has managed state, federal, non-profit, and for-profit projects including multi-million-dollar development contracts. Felecia earned her Masters of Public of Administration from The Evergreen State College. Felecia is typically responsible for driving the execution of projects from design, through data collection, to reporting.
