Over 25 years of experience in transportation engineering, planning, design and construction. Exclusive expertise in project management, risk management, and risk based estimating. Developed and directed an integrated value engineering and risk program for WSDOT. Author of policies and methods widely recognized and emulated due to their effectiveness.
Mark has earned a reputation as the “go to” guy for the most challenging projects. He is a featured speaker on project risk management at national and state conferences and leads an international community of practice for Cost Risk Estimating Management. Benefits realized under Mark’s leadership include reduced change orders, enhanced innovation and communication, risk reduction, improved quality, cost and schedule reliability. As a registered Professional Engineer and Certified Value Specialist Mark has played an instrumental role in new initiatives at WSDOT, including the recent implementation of Practical Design at WSDOT.
Awarded a fellowship at the University of Washington where he received his Master’s Degree in Civil Engineering: Transportation Planning & Management. Mark earned his Bachelor’s Degree in Civil Engineering at the University of Alaska in Fairbanks.
